Japan already had a competent navy and army. Naval victory was complete destruction of Russian navy.

The Russian Navy, if you researched about the fleets men and quality of midshipmen was nothing to brag about. They were a joke, or rather untrainable an incapable of retaining seamanship knowledge. They could not understand basic naval terms such as port, starboard, bow or stern because these recruits were poor Russian peasant farmers from land locked areas with no open water experiences!
Most of the Russian recruits were men from interior Russian farms with no, NONE, sea experience. They were from poor farming villages throughout the Russian Empire and were categorized by Czar Nicholas’s Head of Naval Fleet as “ ignorant idiots incapable of caring out the simplest tasks.” He was a Polish Admiral of high reputation but most of his tales about the 1900’s Russian Imperial Navy, makes for a Jerry Lewis Comedy Movie. Unfortunately, the Russo Japanese War was also the reason Polish Stupidity Navy jokes became so common among seamen. To this day, many of the jokes were due to the idiocy of the Russian Empire recruits and unfairly blames the people of the Polish nation.
One example was the way in which the men could not understand why “drinking“ while on those large ships heading to the Far East port city in the Liaoning Peninsula was so dangerous.
Well it turned out many of these recruits from farming villages weren’t even capable of swimming let alone floating in the open seas!
This was the basic problem with the Russian fleet, these men weren’t meant for open seas warfare, let alone tactical ship maneuvers or directing a large ship while having men load, aim, and fire on a moving enemy ship.
Then letting a drunken sailor from a land farm behind the wheel of large naval ship is a mixture for disaster, such as directing the ship right into a sand bank near the South African port city of Johannesburg, one stop which was a military necessity due to the fleet needing to stock up on the ships coal and food supplies.
The other tragedies incurred while traveling were to numerous to mention but the Polish Admiral in charge of the Russian Fleet was going to quit and then turn around because of so many problems that they had with training and discipline. But this is another story for a different thread.
The Japanese Navy were well trained and disciplined by their British Irish advisors. The Japanese were taught also Marine landing tactics by US West Point graduates on making fortifications around sea shore lines, as well as utilizing sea mines around important piers and ports of entry. They were well trained and prepared since the Japanese were located close to the battles and had short supply lines. The Russians had neither in 1900. It took months for the Russians to get equipment and supplies to the Navy as well as Army units of the Far East. The logistics were a nightmare.
