 Defeat in war had resulted in a loss of national confidence, and the idea of joining the United States was raised by some as a joke and by others as a serious proposition.

 The writer Kume Masao published a "Thesis on Japan as an American State," arguing that Japan would be better off as the forty-ninth state of the union.

 He reasoned that the emperor would be safe if the country was annexed by the United States, a theory shared by the writer of this letter.
