 信：国际和平协会的婦女抱怨信

亲爱的先生

谨通知您，我们的国际和平协会已于战争结束后的第三天，即帝国敕令颁布之日组织成立。

关于学会的宗旨和计划，我们希望在不远的将来将其付诸实施并公布于众；

但从本质上讲，正如其名称所示，我们将为促进国际和平做出贡献。

在这一前提下，我们最近要求我国不同阶层的公民就他们对阁下和美国占领军的期望坦率地发表意见，而且要不偏不倚，不要有任何顾虑和隐瞒。

结果，我们收到了许多来信，包括亲自致电。

在这些意见中，我们认为下面的意见最为及时，也是众多意见中的典型，我们冒昧地将其提交给您，供您参考。

如果您认为这是东京市民的正义抗议，我们将非常高兴：

前段时间，我们从报纸报道中得知，当伦敦遭到德国飞机空袭时，80%以上的伦敦妇女患上了神经衰弱症，其中 70% 以上的妇女近乎歇斯底里。

现在回想一下在日本发生的事情，每当一架 B-29 飞机飞过我们的关东地区，毫无疑问都会给我们的人民带来忧虑、不安和宝贵时间的损失。

我们的房子两次遭到燃烧弹袭击，最后被烧毁。

我在广岛的妹妹作为原子弹受害者失踪了。

我们一家在防空洞里过着不健康的生活。

我们的孩子只能靠我乳房里稀少的奶水勉强维持生命。

更糟糕的是，我们的食物储备非常少。

然而，如果现在是战争时期，我们就没有什么可抱怨的了，但是，尽管现在是和平时期，我们却几乎每天都能听到嘈杂的美国飞机在我们头顶上低空飞行，无论是为了侦察、恐吓、示威还是其他什么目的。

我们有一种非常不愉快的感觉，有时甚至觉得自己会歇斯底里，甚至发疯。

当我气愤地向我丈夫说起这些时，他同意我的看法。

他说，他自己在工作中也深受噪音的困扰，真的让他觉得美国人的行为看起来超出了侦察工作的需要。

他还说，日本人一旦许下诺言，就会像遵守上帝的誓言一样信守诺言，因为事实上他们在这方面是最值得骄傲的民族，他们比世界上所有其他民族都要优秀。

与其在背叛和欺骗中苟且偷生，他们宁愿选择死亡，因为这样更值得尊敬。

他认为美国人似乎有责任首先了解这一点。

他就是这样语重心长地提醒我的。

如果美国人的行为是为了侦察或维护尊严，我会第一个承认美国空军的优势。

但是，即使我承认他们的优势，似乎也没有必要去打扰躺在病床上的病人或刺激妇女和儿童的敏感性。

我希望美国当局能特别注意这一特点。

如果他们在任何情况下都需要进行侦察，而且几乎每天都要重复，我希望他们能在高空飞一飞。

这是我们从现在的生活中产生的真诚愿望。

如果我的愿望能够实现 我希望这些美国飞机不要在我们最尊敬的皇宫上空飞来飞去。

 最后，我坚信，通过对这些问题的处理，美国人和中国人之间的友好和友谊将得到加强。

美国人和日本人之间的友好和友谊将会逐渐增进。

Dear Sir: 

This is to inform you that our International Peace Society was organized and came into being on the third day after the termination of the war when the Imperial Rescript was proclaimed.

 Regarding the Society's aim and plan we expect to have them put in shape and made public in the not far distant future;

 but in essence, as its name indicates, we stand to contribute toward the promotion of international peace.

 In this premise, we have recently asked different sections of our citizenry to express their frank views, and do it impartially and without fear and concealment, on what they desire of your honor and the American Army of Occupation.

 And as a result we are in receipt of numerous letters including callers in person.

 Of the views so expressed we believe the following one is most timely and typical of the many, which we take the liberty of submitting to you as a reference for your kind consideration.

 We are most happy if you consider it a just protest of our Tokyo citizenry: 

 (we quote a letter sent us by a Japanese lady.)

We learned some time ago from newspaper reports that when London was raided by German planes more than 80 per cent of London women became neurasthenic, of whom over 70 per cent verged on hysterics.

 Now recalling what took place in Japan, whenever a B-29 flew over our Kanto area there was no question but that it caused our people worry, unrest and loss of valuable time.

 Our house was subjected to attacks twice with incendiary bombs and finally burnt out.

 My sister in Hiroshima is missing as a victim of atomic bombs.

 Our family is keeping up an unhealthy living in an old air-raid dug-out.

 Our baby is barely maintaining its life with the scanty supply of milk from my breasts.

 And to aggravate the situation our store of foods is very low.

Yet if this was wartime we would have nothing to complain, but in spite of the fact that now it is peace time we are to hear the noisy American planes which are flying low our overheads almost everyday, be the acts intended for reconnaissance, intimidation, demonstration, or what not.

 We are seized of a very unpleasant feeling, sometimes causing us to think we might go hysteric, if not insane.

In exasperation when I spoke this to my husband he agreed with me.

 He said he himself was much bothered with the noise in his work, really making him to think that the American acts looked more than necessary for the carrying out of reconnaissance.

 He said further that once committed to a promise the Japanese are a people who will stick to it like going under a God's oath, as in fact they are a people most proud in this respect, being superior to all others in the world.

 Instead of living by betrayal and trickery, they would rather choose death as being more respectful.

 He thought it seems incumbent upon the Americans to first know this.

 This is what he so emphatically reminded me.

Now should the American acts have been carried out for the purpose of reconnaissance or for the maintenance of their dignity, I would have been the first to recognize the superiority of the American air force.

 But even if I recognize their superiority, there seems to be no necessity to disturb the sick people in beds or irritate the sensibility of women and children.

 Of this feature, I wish the American authorities would give a special attention.

 If in any event their conducting of reconnaissance be in need, and that repeated almost daily, I wish they would fly around in a little upper air.

 This is our earnest wish arising from living our present life.

And if my wishes were granted.

 I wondll hope that these American planes will refrain from flying around over our most respectful Imperial Palace Finally, it is my firm belief that by attending to the care of these matters the amity and friendship between the Americans and Japanese will gradually be promoted.
