October 19 [1945]

To the Honorable Supreme Commander, Dear General MacArthur:

May I say that American soldiers, with their strict discipline, have taught us Japanese a lesson that strikes the bottom of our hearts, but there are those among them whose conduct is not acceptable.

On the 19th of October shortly after noon, two members of the American occupation army appeared at the provisions depot [of the former Japanese army] at the Ibaraki Golf Club, Kasuga-mura, Mishima-gun, Osaka Prefecture.

They loaded a truck with sake and beer and sold them at black market prices along a road in [the vil lage of] Shimohozumi.

There may be ways to explain this activity, but there must be a more fair and rational way.

I believe this was not done legally, so I am notifying you.

It was also wrong for the Japanese to buy the goods, but we are like hungry wolves, so I feel those who instigated the wrongdoing are to blame.
