Putin is more of a strategist, while Trump is more of a tactician. Putin sets out goals to advance the interests of the Russian state and carefully considers his options in pursuit of those goals. He instinctively considers the long-term consequences of his actions, adopting a highly disciplined approach.
By contrast, Trump tends to react on the fly, relying on a set of moves to address crises as they appear. He certainly has some ideas regarding the strategic direction that he would like the US to move in. However, he doesn’t seem to know how to make deliberate moves to make that happen.
