Mongolia is a geographical concept. It is where the Mongol people live.
But Mongol people went everywhere in Eurasia?
Since the Mongol people were culturally inferior, although they could conquer the land of other nations and civilizations, the Mongol people were assimilated culturally by the local people wherever they went. When the Mongol conquered China, they gradually became Chinese; when the Mongol conquered Central Asia, Middle East and Eastern Europe, they became assimilated by the Tartars and other people and became Muslims themselves.
So, no. China was not part of Mongolia. Mongolia has never been culturally superior to assimilate China to become part of Mongolia. Taiwan is apparently culturally Chinese and Chinese only. Even the Japanese cultural assimilation efforts of Taiwan were successfully reversed by Chiang Kai-Shek.
Regarding Mongolia, only the Inner Mongolia of China can be considered part of Mongolia. However, Inner Mongolia is actually “more Mongol” than the independent nation of Mongolia.
There are more Mongol people in Inner Mongolia than the nation of Mongolia.
The Mongol culture is preserved better in Inner Mongolia than the nation of Mongolia. The latter is heavily Russianized. The traditional written Mongolian scripts are only recently revitalized in the nation of Mongolia and they still heavily use Cyrillic Mongolian. Inner Mongolia has been keeping the usage of traditional written Mongolian scripts from the beginning.
The nation of Mongolia does not even lay claim on Inner Mongolia, let alone the whole China. The government of Mongolia understands very well that Outer Mongolia (the nation of Mongolia) is incapable to successfully absorb Inner Mongolia because the latter is superior in every aspect under Chinese rule.
