As most of us know, he was very much preparing to start the Great War (later known as World War I). Therefore, he decided to have a little fun with the Swiss army. The Swiss Confederation had a very small army at the time, but the population was full of riflemen.
He asked, "What would the 250,000 strong Swiss army do if Germany attacked with 500,000 troops?"
The soldiers replied, "Shoot twice and go home."

As most of us know, he was very much preparing to wage the Great War (later called World War I) at that time. So, he decided to joke a bit with the Swiss Army. The Swiss Confederacy had a very tiny military back then but a populace of riflemen.
