中華人民共和國在1971年11月正式入聯後還不足四個月,其駐聯合國大使黃華就急不及待在翌年3月8日去信非殖化特別委員會(檔案 A/AC.109/396),強烈反對港澳被定義為殖民地,而應為「被英國和葡萄牙當局佔領的中國領土的一部分」。他單方面宣稱港澳的地位,都屬中國主權範圍內,甚至寫道:「聯合國並沒有權討論這些問題。」
非殖化特別委員會主席於是順應中方要求,在提交給大會的1972年年度報告中,引述黃華的信件並向大會提出相關建議。
Less than four months after the People's Republic of China's formal accession to the United Nations in November 1971, its ambassador to the United Nations, Huang Hua, hastened to write to the Special Committee on Decolonisation (File A/AC.109/396) on 8 March of the following year, strongly objecting to the definition of Hong Kong and Macao as a colony, but rather as "part of the Chinese territory occupied by the British and Portuguese authorities". He unilaterally asserted that the status of Hong Kong and Macao was within the sovereignty of China, and even wrote: "The United Nations does not have the right to discuss these issues.
The Chairman of the Special Committee on Decolonisation complied with China's request by quoting from Huang Hua's letter in his 1972 annual report to the General Assembly and making relevant recommendations.
