1957 年,中國的第一個五年計劃完結,為經濟工業化打好良好基礎,社會一遍樂觀主義;而同年 10 月,蘇聯又成功發射世界第一顆人造衛星,兩項社會主義的巨大成就,都增加了毛澤東的信心。就在 11 月的時候,莫斯科召開共產黨和工人黨國際會議,共有 64 個國家的共產黨和工人黨參與,當中包括毛澤東。當時他接見一班當地中國留學生,又發表經典演講「世界是屬於你們的」,又有「東風壓倒西風」之說,認為社會主義對資本主義的戰爭已佔了壓倒性優勢:「世界的風向變了。去年氣候不大好,今年氣候很好。現在世界正在大變,不是西風壓倒東風,就是東風壓倒西風。」
黨史專家吳立斌認為,1957 年毛澤東的莫斯科演講,標誌著中國的外交方針之轉變,由「和平共處的萬隆路線」,轉向「世界革命」,號召亞非拉落後國家進行革命,以「廣大農村」包圍「世界城市」。毛澤東就有一句名言:「革命時外援,勝利時援外。」第三世界國家之間應互相策應。於是,中國就在 50 到 70 年代大力支持世界各地的革命運動,例如 1958 年,毛澤東決定砲打台灣金門,以牽制美國在中東的活動;中國也提供軍火予阿爾及利亞的革命軍;另外當然還有 60 年代經典的「援越抗美」。這也導致1965-1966在印尼發生排華屠殺華人事件;1969年雲南知識青年進入緬甸,加入緬甸共產黨,參加革命工作,成為緬甸內戰最大武裝力量。

Wu Libin, an expert in Party history, believes that Mao's Moscow speech in 1957 marked a change in China's diplomatic policy from the "Bandung line of peaceful coexistence" to "world revolution," calling on the backward countries of Asia, Africa and Latin America to carry out revolutions and to surround the "world cities" with "vast rural areas. Mao Zedong famously said, "When there is a revolution, foreign aid is given; when there is victory, foreign aid is given. Third World countries should support each other. For example, in 1958, Mao Zedong decided to shoot at Kinmen, Taiwan, in order to contain American activities in the Middle East; China also provided arms to the revolutionary army in Algeria; and, of course, the classic "aid to Vietnam against the United States" in the 1960s. This also led to the Chinese exclusion massacre in Indonesia in 1965-1966. In 1969, Yunnan intellectual youth entered Burma, joined the Burmese Communist Party, participated in revolutionary work, and became the largest armed force in the Burmese civil war.
