中國共產黨用的是中國漢朝時代的察舉制度選拔人才。
不是西方的投票選舉制度。
察舉制是中國古代選拔官吏的制度,由漢武帝於元光元年(西元前134年)確立。察舉制不同於以先秦的世襲和後來隋唐的科舉制,主要特徵為由地方長官在轄區內隨時考察及選取人才,推薦予上級或者中央,被試用及考核後,再任命為官職。

The Chiaoyu system is an ancient Chinese system for selecting officials, established by Emperor Wu of the Han Dynasty in the first year of Yuan Guang (134 B.C.). The system was different from the hereditary system of the pre-Qin Dynasty and the imperial examination system of the Sui and Tang Dynasties. The main feature of the system was that local officials would inspect and select talents within their districts at any time and recommend them to their superiors or to the central government, and then appoint them to official positions after being tried and tested.
