He was the sort of indefatigable campaigner who drew energy from crowds, a skillful storyteller with an oversized personality. More than once after his annual reception for constituents on New Year’s Eve, he would shake so many hands and with such enthusiasm that his battered right hand would have to be bandaged. His daughter sometimes stood beside him in the reception line, shaking hands herself, wearing white gloves.

Big Nancy knew how to rally women’s groups and deploy them, how to grant favors and then cash them in, how to keep score. “She was always there when I needed her,” Tommy the Elder said of his wife shortly before he died in 1987. “Every election I ran, Nancy was pregnant. But she’d organize the ladies to address envelopes, write letters and make fliers. Every night she had the ravioli and lasagna parties with the neighborhood ladies. She did the work.”

She trained her daughter how to keep the “Favor File,” a distinctively D’Alesandro system during those days before computers. It became the stuff of local legend, taking the classic rewards of political machines to a new level. Constituents would line up on the sidewalk outside the house on Albemarle Street, seeking, well, favors. They would file in past presidential portraits of FDR and Harry Truman and take a chair on one side of a big desk. Big Nancy would be seated on the other side, ready to chat in Italian if an immigrant didn’t speak English. Little Nancy was often seated by her side, taking notes in her careful hand.

The system started when Tommy D’Alesandro was a congressman and expanded when he was mayor. “When someone came in with a request, Mommy wrote it down on a piece of yellow paper and put it in a folder,” Nancy Pelosi recalled. Later, the notations would be typed on index cards and filed. “Then, when that person got on his or her feet and someone else came in looking for similar help, my mother would take out the slip of paper and call on the first person to help the second.” Those who got help could also be deployed at election time to stuff envelopes, pass out flyers, attend rallies. And, of course, to vote.

Even when she was too young to open the door to strangers, Little Nancy was taking notes and making phone calls. “When I was a little girl,I knew how to tell somebody who to call to get on welfare, into a project, a bed in a city hospital, you name it,” Pelosi said. “That’s what our home was about.” A childhood playmate, Mary Ann Campanella, told me that her friend at age eight or nine already had a political sophistication the rest of them lacked. “She knew the word ‘constituent,’ which we didn’t,” she said dryly.

The D’Alesandro home had a phone number just about everybody in the city seemed to know—Calvert 4890—and so many callers that eventually nine phone lines were installed. “I say this braggadociously: I don’t know anyone in Baltimore who knew more people and did more favors than my mother and father in their heyday,” said her brother Tommy D’Alesandro III, himself a former mayor. “That was the atmosphere into which Nancy was born.”
