Baltimore, and during a time when big cities were booming. It was a role he
relished more than being a member of Congress. He was no longer one vote out of
435 House members, working his way up the seniority ladder in committees. As
mayor of his hometown, he had the power to get things done. Big things.

He brought back major-league baseball to the city—no
easy task, getting the St. Louis Browns to become the Baltimore Orioles—and he
thought big. During his twelve years as mayor, the city paved hundreds of miles
of streets and opened eighty-seven new schools, including some that replaced
second-rate facilities that had been assigned to Black students in those
segregated days. He opened the Baltimore Harbor Tunnel and dedicated Friendship
International Airport. He was so proud of the new airport that he overcame his
phobia of flying so he could accompany President Truman aboard Air Force One
for its inaugural arrival.
