Depends what you mean by “apologize” - as there are cultural scripts for all speech acts like “apology” and where I’m sitting from, Japan has apologised (British English spelling, as I’m British) in typical Japanese cultural script fashion. The thing is the Japanese cultural script for an apology is not the same as any English Language variant cultural script for an apology.
The British English “script” for an apology goes something like this
I did something in the past that caused you hurt.
This was wrong of me. I recognise that now.
I take full responsibility.
I regret the hurt that it caused you.
I (tacitly) agree not to repeat such activities in the future.
The Japanese “script” for an apology goes something like this:
Previous events in which I was involved caused hurt
This is regretful to me, and, frankly, is to be regretted by anyone involved or right minded person observing it
I (tacitly) agree to be mindful of not engaging in or involving myself in such activities in the future.
The thing is, in Japanese culture, this is as effective as an apology as a British English apology is to a British English speaker.
The fact is British English cultural scripts don’t always match Japanese cultural scripts and vice versa.
As such, Japan has apologised *in the way Japan knows how to apologise* but many British English speakers don’t recognise the apology, culturally. The thing is, we cannot say they haven’t apologised because we don’t recognise or accept it - that’s a different issue entirely.
