On Abolishing the Imperial System [appears in margin] To:

 General Douglas MacArthur

23-Dec-45

I offer this letter to the person I respect and love, General Douglas MacArthur, who is striving to establish a democratic Japan.

I am only a humble citizen of Japan with neither education nor status.

I am deeply impressed with the enthusiasm of the General Headquarters of the Allied forces in their effort to eradicate Japan's existing feudal, reactionary, and barbaric power structure that constrained, oppressed, and exploited the masses of the people, and to allow the great majority of the Japanese to truly enjoy political, economic, and social democracy.

With gratitude and compelled by galloping emotion, I dare send this letter despite my poor penmanship and lack of education.

Please hear this as the voice of one citizen who is deeply concerned about the future of democratic Japan.

At present, on the issue of Japan's national polity-the emperor systemthere are those who advocate its continuation, and there are those who desire the abolition of the system.

I am one who insists that this is the time to deci sively abolish the system.

 I give the following reasons:

1. To continue the imperial system means that in the future when the Allied occupation army in Japan withdraws, the feudal powers and reactionary powers, e.

g.

, the militarists, the bureaucrats, the capitalists, the landowners, the aristocrats, who recklessly and stupidly led Japan to war against the United States, will restore their control over the Japanese people, democracy will collapse, and the resurgence of militarist Japan will be inevitable.

2. Maintaining the imperial system is the greatest obstacle to the democratic education of the Japanese people.

This is because the Japanese people, whose political standards are lower than Americans and Europeans, have been taught, since the Meiji Restoration, to believe that the emperor is a living god by the ruling class of militarists and bureaucrats, who have strengthened their control over the people by using unscientific mythology and legends to mystify and sanctify the emperor.

As a result, the ignorant public still worships the emperor as if he were a god.

Under these conditions, it is absolutely impossible to convert Japanese minds to think in a democratic way.

To achieve this, the emperor's feudalistic, undemocratic, and militaristic ways must be completely exposed, he must be removed from his position, and it is absolutely necessary for Japan to become a republic.

3. Maintaining the imperial system will become the greatest barrier to the political, economic, and social democratic reform of Japan.

The reason is that the ruling class of militarists, aristocrats, politicians, capitalists, and landowners have the imperial system as their fortress and would likely resist Supreme Commander MacArthur's orders for democratic reform, or the Japanese people's demands for democracy that rise up from below.

Just as we are seeing right now, haven't they tried to obstruct the passage in the Diet of the agricultural land reform act and the labor union act, with the excuse that there has been insufficient deliberation?

4. The Japanese emperor is a war criminal who triggered and carried out the Japanese-U.S. war.
The Japanese-U.S. war was approved before the hostilities began by the so-called Imperial Council attended by and sanctioned by the emperor.
Ignoring international law, the Pearl Harbor incident occurred because the emperor expressed agreement with the jingoistic Japanese militarists' plan to launch a dirty "sneak attack" on the U.S. Pacific Fleet.
The Japanese defense that the emperor signed the declaration of war after the attack on Pearl Harbor has been undermined by indisputable evidence.
The emperor is the greatest war criminal.
He should be arrested immediately and put on trial.

For these reasons, I support the abolition of the emperor system.
 Wise General MacArthur:
You must realize that maintaining the imperial system will make the construction of a democratic Japan impossible, and that it will provide an opportunity for the militarists to plan a war of revenge.

The abolition of the imperial system is also necessary for the everlasting peace between the United States and Japan.
After the abolition of the imperial system, it is essential that the political and economic privileges of the emperor and imperial family be eliminated so that their revival will not be possible.

Respectfully,
[A. M.]
